Common Tree Diseases, Pests and Decline Symptoms in Fairfax County

Most declining trees in Fairfax County are not sick in the way homeowners assume. The single most useful diagnostic question is not “what disease is this” but “where did the damage start and how fast did it move” — because the answer separates the handful of genuinely lethal problems moving through Northern Virginia right now from the far larger category of trees that are stressed, planted too deep, or simply dry. This guide covers what is actually killing trees here, what is merely disfiguring them, how to tell the difference from the ground, and when the answer requires a lab rather than an opinion.

Read the pattern before you name the pest

Almost every consequential mistake in tree diagnosis comes from starting with a symptom and searching for a matching disease. The symptoms overlap heavily. The patterns do not.

Four questions, asked in order, narrow the field faster than any photograph:

Where on the tree did it start? Dieback that begins at the top of the crown and works downward and inward almost always means a root or vascular problem — the tree can no longer supply its furthest, highest tissue. Damage that starts low and moves up usually means something at or below the trunk base.

Is it the whole tree or part of it? A single branch or one side of the crown points toward a localized cause: a canker, a wound, a girdled limb, one root zone damaged by trenching. Uniform decline across the whole canopy points to roots, water, or a vascular pathogen.

How fast did it happen? A tree that wilts and browns over two or three weeks in the growing season is a different problem from one that has been thinning gradually for six years. Sudden collapse suggests a vascular wilt, a severed root system, or girdling at the base. Slow thinning is the signature of chronic stress.

What changed on the site in the last five years? Grading, a driveway extension, a new patio, a fence line, a utility trench, a lowered water table, a pile of soil dumped over the root zone. Construction damage is the most common cause of decline in established suburban trees and the one most consistently overlooked, because the tree usually does not respond visibly for two to five years after the damage.

That last row is the one worth checking on every tree before anything else, and it costs nothing to check.

The three problems reshaping the canopy here

Emerald ash borer is finished doing its work. The beetle has been described by the Virginia Department of Forestry as the most destructive forest insect ever to invade the United States, having killed hundreds of millions of ash. In Northern Virginia the practical situation is that untreated ash is either dead or dying, and the remaining question is structural rather than horticultural: dead ash becomes brittle unusually fast, which makes standing dead ash a genuine hazard and an expensive, technical removal. A small number of specimen ash trees are being kept alive on a repeating schedule of systemic insecticide treatment, and the state has run a cost-share program to support that on qualifying land. Treatment is a permanent commitment, not a cure — stopping means losing the tree.

Beech leaf disease is the active emergency. It is caused by a foliar nematode, Litylenchus crenatae subsp. mccannii, that overwinters in the leaf buds and feeds on the developing leaf tissue. The early symptom is unmistakable once you know it: dark green stripes between the leaf veins, visible from below when you look up through the canopy, usually appearing first on saplings and the lower branches of larger trees. Later the leaves become puckered, cupped, thickened and leathery, and the tree fails to produce a full canopy.

It is close to uniformly fatal, and fast. Fairfax County’s urban forestry guidance reports seedlings and saplings dying within one to three years and mature trees within four to ten, and documents confirmed locations across the county including Burke Lake Park, Pohick Stream Valley Park, Lake Mercer, and areas near Bull Run and the Occoquan River. That is the immediate Springfield-area neighborhood. If you have American beech on your property, the useful action this year is to look up through the leaves in late spring or early summer, and to report what you find to the county so the mapping stays accurate.

Spotted lanternfly is the one that is over-blamed. It was found in western Fairfax County in 2022 and is now present throughout the county, and Virginia’s quarantine was repealed by VDACS in March 2025 on the grounds that it was no longer slowing the insect’s spread — by that point 67 Virginia cities and counties had established populations. The insect is a real nuisance: heavy feeding produces large volumes of honeydew, which grows black sooty mold on everything below, including decks, cars and understory plants.

What it is not, in this region, is a killer of mature shade trees. Fairfax County’s own position is that spotted lanternfly has not been the primary cause of death of ornamental and shade trees, and that it is known to kill only saplings, tree-of-heaven and grapevines. A large maple covered in lanternflies is being stressed and made unpleasant, not killed. The most effective property-level action is removing tree-of-heaven, the insect’s preferred host — which is worth doing regardless, since tree-of-heaven is itself invasive.

Bacterial leaf scorch: the one mistaken for drought

This is the most commonly misdiagnosed serious disease on Northern Virginia oaks, and the misdiagnosis costs years.

The pathogen is Xylella fastidiosa, a bacterium that colonizes the xylem — the tree’s water-conducting tissue — and progressively blocks water movement. It is spread by sharpshooter leafhoppers and spittlebugs feeding from tree to tree. Virginia Cooperative Extension’s publication on the disease identifies oak, elm and sycamore as the most commonly affected in Virginia, with the red oak group most frequently afflicted, and lists maple, hackberry, mulberry, sweetgum and ginkgo among other susceptible species.

The distinguishing feature is specific and checkable from a single leaf. In bacterial leaf scorch, the browning at the leaf margin is separated from the still-green interior tissue by a yellow band. In drought scorch, root disease and salt injury, there is no yellow band — brown runs directly into green. That one detail is the difference between a fatal diagnosis and a fixable one.

The other diagnostic signature is timing and progression. Symptoms appear in late summer and intensify through fall, generally starting on one or two branches and expanding to more of the crown each successive year. Affected trees leaf out later, grow less, and thin gradually. There is no cure. Antibiotic injection can slow progression and is sometimes justified on a high-value specimen, but it is a management expense repeated indefinitely, not a treatment. For most trees the honest sequence is: confirm the diagnosis, keep the tree watered and mulched properly to extend its useful life, remove dead wood as it appears, and plan for eventual replacement with a species that is not a host.

Oak decline is a process, not a pathogen

A large fraction of the dying oaks in Fairfax County are not suffering from a single identifiable disease. They are in oak decline, which the Virginia Department of Forestry describes as a complex with three layers of causes.

Predisposing factors set the stage over decades: poor or compacted soil, advanced age, overcrowding, restricted root volume. Most of Springfield’s oaks are sixty to eighty years old, planted with or predating the subdivisions, and mature trees over about seventy years old in crowded conditions are the most vulnerable group. The red oak group declines more readily than the white oak group.

Inciting factors deliver the shock: drought, late frost, a heavy defoliation event. Drought is the dominant one here, and the important and under-appreciated detail is that a tree’s response to a drought can continue to unfold for as long as a decade. The dying oak in a yard today may be finishing a decline that started with a dry summer years ago. This is why “but nothing happened to it” is rarely true — something did happen, several years upstream.

Contributing factors finish the tree: Armillaria root rot and the two-lined chestnut borer are the two most common in Virginia, and the Department of Forestry is explicit that these attack trees already in advanced decline. They are the last nail rather than the cause. Treating for the borer on a tree already deep in decline does not reverse it.

The visual signature is crown dieback progressing from the top down and the outside in, which reflects a root system that can no longer supply the extremities. Where oak decline can be influenced at all, it is influenced early and at the roots: relieving compaction, mulching the root zone properly, watering deeply through drought, and avoiding any further root disturbance.

The understory diseases

These disfigure more often than they kill, and they generate a large share of the alarmed phone calls each spring.

Dogwood anthracnose is the exception that does kill. Caused by a Discula fungus, it produces tan blotches with purple margins on the leaves, twig dieback, and cankers on branches and eventually the trunk, with a characteristic crop of water sprouts along the lower trunk. It is worst on flowering dogwoods in shade and high humidity, and best resisted by dogwoods in good light with air movement. Native flowering dogwoods in deep, damp shade in Northern Virginia are the classic casualty.

Anthracnose on sycamore, maple, oak and ash is a different matter entirely. In a cool, wet spring it produces brown blotches along leaf veins and enough early leaf drop to make a homeowner think the tree is dying in May. On an otherwise healthy tree it is a cosmetic problem; the tree refoliates and the following dry year it barely appears. Repeated severe years on a sycamore can cause twig dieback and a characteristically crooked branch structure, but the fungicide programs sold in response to it are rarely warranted on a mature shade tree.

Cedar-apple rust and its relatives need both a juniper and a member of the apple family to complete their life cycle, which is why the bright orange spots turn up on crabapples and serviceberries in neighborhoods with eastern red cedar nearby. It is a nuisance on ornamentals and not a threat to shade trees.

Verticillium wilt deserves a mention because it is the one understory-scale disease that behaves like an emergency. It is a soil-borne fungus that causes sudden wilting and dieback, often on one side or one branch of a maple, redbud or smoke tree, sometimes with olive-green or brown streaking visible in the sapwood of an affected branch when the bark is peeled back. It is not curable, it persists in the soil, and replanting the same spot with a susceptible species repeats the outcome.

What is usually not a disease at all

If a tree is declining and no pathogen is obvious, the cause is more often mechanical than biological — and unlike most diseases, several of these are correctable.

A buried root flare. A healthy tree widens where the trunk meets the ground. If the trunk goes into the soil like a post with no visible flare, the tree is too deep — either planted that way, buried by later grading, or buried by mulch. Bark below grade stays wet, decays, and the tissue that moves sugars down to the roots is compromised. Excavating carefully back to the flare is one of the few genuinely restorative things that can be done to an established tree.

Girdling roots. A root that circles the trunk instead of growing outward eventually presses against it and strangles the vascular tissue on that side. The tell is a trunk that goes straight into the ground on one side, or visible crown thinning confined to the side above the offending root. Container-grown nursery stock planted without teasing the root ball apart is the usual origin, and the damage shows up ten to twenty years later.

Volcano mulching. Mulch piled in a cone against the trunk holds moisture against the bark, encourages roots to grow up into the mulch and circle, and shelters rodents that chew the bark in winter. Mulch belongs in a flat ring, two to four inches deep, pulled back clear of the trunk.

Construction and compaction. Trenching for utilities, driveway work, patios, or heavy equipment parked over the root zone severs and compacts roots. The great majority of a tree’s absorbing roots are in the top foot or so of soil and extend well beyond the branch tips, so damage happens far from the trunk and looks unrelated. The crown response typically lags by two to five years, which is why the connection is so often missed.

Drought and its aftermath. A mature tree does not show the effects of a dry summer in that summer. It shows them in the next several years, as stored reserves fall and defenses weaken — which is precisely the door through which borers and root rots walk in.

Winter is the most honest season for assessing a tree, and the least used. With the leaves gone, the difference between a tree that is thinning and one that is simply deciduous disappears, and the dieback pattern that drives the whole diagnosis is plainly visible.

Getting an actual diagnosis

Three things separate a real diagnosis from a guess.

A site history, not just a photograph. Anyone who names a disease from a single leaf photo without asking what changed on the property is guessing. The questions that matter are when the symptoms started, where on the tree, how fast, and what was done to the ground nearby.

A trunk-base and root-flare inspection. This means moving mulch and soil away from the base to see what is actually there. A surprising share of “mystery declines” are resolved in ten minutes with a hand trowel.

Laboratory confirmation when the answer changes the decision. Virginia Cooperative Extension operates through county offices that can route plant samples to the Virginia Tech Plant Disease Clinic for identification. This is worth doing when the diagnosis determines whether you spend money on treatment or on removal — bacterial leaf scorch versus drought scorch on a large oak being the clearest example, since one is terminal and the other is a hose.

Two things to be skeptical of. A recommendation to begin a recurring injection or spray program before anyone has identified what is wrong is a sales structure, not a treatment plan. And fertilizer is not a treatment for a declining tree: excess nitrogen pushes top growth on a tree whose root system is already unable to support the crown it has. If a soil test shows a specific deficiency, correct that specific deficiency.

Common questions

Why are the leaves on my oak turning brown around the edges in August?

Two very different causes look similar. If a yellow band separates the brown margin from the green interior, that pattern is characteristic of bacterial leaf scorch, a fatal vascular disease spread by leafhoppers. If the brown runs straight into the green with no yellow band, the more likely causes are drought stress, root damage, heat, or salt. The distinction matters because one leads to a removal-and-replacement plan and the other to a watering plan, so it is worth confirming through a Virginia Cooperative Extension office rather than guessing.

Will spotted lanternflies kill my trees?

For mature shade and ornamental trees in Fairfax County, almost certainly not. Fairfax County’s position is that spotted lanternfly has not been the primary cause of death of ornamental and shade trees and is known to kill only saplings, tree-of-heaven and grapevines. The real damage is nuisance-level: heavy feeding produces honeydew that coats surfaces below and grows black sooty mold. Should I treat my ash tree for emerald ash borer?

Only with a clear-eyed view of what treatment is. Systemic insecticide treatment can keep an ash alive, but it must be repeated on a schedule indefinitely — stopping means losing the tree — and it is only worth considering on a healthy specimen with substantial value in its location. An ash that has already lost a third or more of its crown is generally past the point where treatment is effective. The more urgent point is structural: dead ash becomes brittle much faster than most hardwoods, which makes standing dead ash a hazard and a more difficult, more expensive removal the longer it stands.

Can a tree recover from construction damage?

Sometimes, but the outcome is set largely by how much of the root system was lost and how quickly conditions improve afterward. Most absorbing roots sit in the top foot of soil and extend well past the branch tips, so trenching, grading or equipment traffic anywhere in that area causes real injury. The crown usually does not respond for two to five years.
